Anything unsafe or anything that stops a property or site functioning: loss of power, a board that will not stay on, a burning smell, scorching at a socket or switch, exposed conductors, or water damage to wiring. If in doubt, isolate what you safely can and call.

What should I do before you arrive?
If it is safe to do so, switch off at the consumer unit or isolator and keep people away from the area. Do not try to open equipment or reset a device that keeps tripping — it is tripping for a reason.
